The recently devised draft of the Indicative Generation Capacity Expansion Plan (IGCEP) 2025–35 is the latest iteration of a government document that analyzes the need for and the cost of power generation projects that Pakistan might have to build over the next decade. It outlines how the government intends to meet the projected electricity demand in the coming years and serves as a strategic framework to guide the development and expansion of the power generation capacity.  

The draft plan has been submitted to the National Electric Power Regulatory Authority (NEPRA) for review and approval. Once approved, IGCEP 2025-35 will serve as a reference point for investment decisions, regulatory proceedings and the construction and extension of transmission and distribution networks. 

The plan includes many large, hydropower and nuclear plants as ‘committed’ even when they fail its least cost criterion for project optimization. Experts argue that it overlooks the vast, untapped potential for solar and wind energy in Sindh and Balochistan provinces — two energy sources that can be both cost effective and readily available. They say that IGCEP, in its current form, will also not lead to energy being affordable and equitably accessible.  

It is, therefore, important for Parliament and civil society to scrutinize IGCEP 2025-35 from a political economy perspective. To do so, the Parliamentary Forum on Energy and Economy is organizing a briefing for the parliamentarians. The briefing will focus on the limits, possibilities and problems of the plan and its participants will discuss how Parliament can contribute to the scrutiny and oversight of the power generation projects included in it.
