The recent prosumer regulation carries significant implications for solarized electricity consumers, distributed renewable energy generation, grid stability, and Pakistan’s broader clean energy and climate commitments. While it is clear that the rapid expansion of rooftop solar across the country is driven by rising electricity tariffs and persistent grid unreliability, the proposed regulations raise serious concerns regarding consumers’ rights, investment confidence and further adoption of decentralized systems of electric power generation.
In this context, an informed parliamentary engagement on this issue is extremely important to understand the prosumers regulations and their impacts on public policy, public and private finance, usage of grid-connected electricity and Pakistan’s international commitments to clean up its energy sector.

The Parliamentary Forum on Energy and Economy, therefore, organised a briefing on 17th February 2026 at Kehkashan-1, Serena Hotel, Islamabad to update parliamentarians on the current status of the net metering and net billing frameworks. The session featured expert briefings on the proposed regulatory changes, their likely economic, socio-legal, and economic impacts as well as on their potential risks such as reduced solar uptake and defection from the national grid. The briefing equipped members of parliament with clear, evidence-based insights to support effective legislative oversight and informed policy dialogue on this critical energy sector issue.
